BIO: De-Shuang Huang is a Professor/Director in Biomedical Data Mining and Computing Lab, Ningbo Institute of Digital Twin, Eastern Institute of Technology, Ningbo, China. He is currently Foreign Academician of Russian Academy of Engineering, the Fellow of the IEEE (IEEE Fellow), the Fellow of the International Association of Pattern Recognition (IAPR Fellow), the Fellow of the Asia-Pacific Artificial Intelligence Association (AAIA), and associated editors of IEEE/ACM Transactions on Computational Biology & Bioinformatics and IEEE Transactions on Cognitive and Developmental Systems, etc. He founded the International Conference on Intelligent Computing (ICIC) and the International Conference on Applied Intelligence (ICAI) in 2005 and 2023, respectively. He also served as the 2015 International Joint Conference on Neural Networks (IJCNN2015) General Chair, July12-17, 2015, Killarney, Ireland, the 2014 11th IEEE Computational Intelligence in Bioinformatics and Computational Biology Conference (IEEE-CIBCBC) Program Committee Chair, May 21-24, 2014, Honolulu, USA. He has published over 480 papers in international journals, international conferences proceedings, and book chapters. Particularly, he has published over 260 SCI indexed papers. His Google Scholar citation number is over 24770 times and H index 82. His main research interest includes neural networks, pattern recognition and bioinformatics. BIO: Victor C. M. Leung (Fellow, IEEE) is currently a Distinguished Professor of computer science and software engineering with Shenzhen University, Shenzhen, China. He is also an Emeritus Professor of electrical and computer engineering and the Director of the Laboratory for Wireless Networks and Mobile Systems, The University of British Columbia (UBC), Vancouver, Canada. His research is in the broad areas of wireless networks and mobile systems. He has published widely in archival journals and refereed conference proceedings in these areas; several of his papers have won Best Paper Awards. He is a fellow of the Royal Society of Canada, Canadian Academy of Engineering, and Engineering Institute of Canada. He was a recipient of the 1977 APEBC Gold Medal, Natural Sciences and Engineering Research Council of Canada Postgraduate Scholarships from 1977 to 1981, a 2012 UBC Killam Research Prize, IEEE Vancouver Section Centennial Award, the 2017 Canadian Award for Telecommunications Research, and the 2018 IEEE TCGCC Distinguished Technical Achievement Recognition Award. He has coauthored articles that won the 2017 IEEE ComSoc Fred W. Ellersick Prize, the 2017 IEEE Systems Journal Best Paper Award, the 2018 IEEE CSIM Best Journal Paper Award, and the 2019 IEEE TCGCC Best Journal Paper Award. He is named in the current Clarivate Analytics list of "Highly Cited Researchers." He has provided leadership to the Technical Program Committees and Organizing Committees of numerous international conferences. He is serving on the Editorial Boards of the IEEE Transactions on Green Communications and Networking, the IEEE Transactions on Cloud Computing, IEEE Network, and IEEE Access. He has previously served on the editorial boards of the IEEE Journal on Selected Areas in Communications Wireless Communications Series and Series on Green Communications and Networking, the IEEE Transactions on Wireless Communications, the IEEE Transactions on Vehicular Technology, the IEEE Transactions on Computers, and the IEEE Wireless Communications Letters.

BIO: WenjianLuo, doctor, professor, doctoral supervisor, leading talent of the Pearl River Talent Program in Guangdong Province, special post of Pengcheng Peacock Program in Shenzhen,  deputy director of Cyberspace Security Research Center, deputy director of Key Laboratory of Security and Intelligent New Technology in Guangdong Province, visiting researcher of Pengcheng Laboratory, outstanding member of China Computer Society (CCF), and senior member of IEEE/ACM/CAAI. I graduated from the Department of Computer Science and Technology at the University of Science and Technology of China with both a bachelor's and doctoral degree (combined with a master's and doctoral degree).

As the project leader, I have undertaken more than 20 national, provincial, municipal, and enterprise cooperation projects, including national key research and development plan projects, sub projects of national natural science foundation enterprise joint key projects, national natural science foundation general projects, provincial natural science foundation general projects, and Shenzhen natural science foundation key projects. Has won 2 second prizes for excellent teaching achievements at the provincial level (both ranked 3), and 1 third prize for scientific and technological achievements at the provincial level (ranked 4). Currently serving as Information Sciences Swarm and Evolutionary Computation、Journal of Information Security and Applications、Applied Soft Computing、Complex & Intelligent Systems、Systems and Soft Computing、 Associate editor or editorial board member of journals such as the Journal of Chongqing University of Posts and Telecommunications (Natural Science Edition), member of the IEEE CIS Evolutionary Computation Technical Committee, and member of the IEEE CIS NNTC Task Force on Secure Learning.

BIO: Zhiquan Liu is currently a full professor with the College of Cyber Security, Jinan University, Guangzhou, China. His current research focuses on security, trust, privacy, and intelligence in vehicular networks. Prof.Philippe Fournier-Viger

BIO: Philippe Fournier-Viger (Ph.D) is a Canadian researcher, distinguished professor at Shenzhen University (China). Five years after completing his Ph.D., he came to China in 2015 and became full professor after receiving a talent title from the National Science Foundation of China. He has published more than 375 research papers related to data mining algorithms for complex data (sequences, graphs), intelligent systems and applications, which have received more than 13,000 citations. He is the founder of the popular SPMF data mining library, offering more than 250 algorithms to find patterns in data, cited in more than 1,000 research papers. He is former associate editor-in-chief of the Applied Intelligence journal and has been keynote speaker for over 20 international conferences and co-edited four books for Springer. He is a co-founder of the UDML, PMDB and MLiSE series of workshops held at the ICDM, PKDD, DASFAA and KDD conferences.

BIO: He is currently a Chair Professor in the School of Computer Science and Engineering at SUSTech in Shenzhen, China's Silicon Valley. He joined SUSTech from Durham University, UK, where he was the inaugural Executive Director of the Institute of Advanced Research Computing, a Chair in Computer Engineering, and the Head of the Innovative Computing Group at the School of Engineering and Computing Sciences. In the past, he was a Senior Research Scientist with IBM Research, Ireland, and held an Adjunct Chair at Trinity College Dublin as well as senior faculty positions at the University of Birmingham and Nanyang Technological University, Singapore. He is a Member of the European Academy of Sciences and Arts, a Fellow of the World Academy of Art and Science, a Fellow of the Royal Society of Arts, and a Fellow of the British Computer Society. He is an Accredited Board Director from the Singapore Institute of Directors and holds the INSEAD Certificate in Corporate Governance (INSEAD International Directors Programme). He is also a Member of the China Association of the Club of Rome. He is a Chartered Engineer and holds a PhD in Computer Science (with S. Furber's AMULET/APT Group) from the University of Manchester.

BIO: Sheng Gao is currently a Professor and a Ph.D. Supervisor in the School of Information at Central University of Finance and Economics (CUFE), Beijing, China. He received a Ph.D. degree in computer science and technology from Xidian University, Xi'an, China, in 2014. From 2022 to 2023, he was a Visiting Professor at the National University of Singapore. He has authored or co-authored over 5 books and published over 60 papers in peer-reviewed journals and conferences, including IEEE TIFS, TSC, TCC, TVT, TII, ACM TOMM, etc. His current research interests are regarding the security and privacy issues of Blockchains, Federated Learning, and Large Language Models.

BIO: Dr. W. K. NG works in machine learning, privacy-preserving techniques, query-permissible encrypted databases, enterprise blockchain systems, data security, and blockchain security. His work is motivated by the need to harness the power of data for the betterment of stakeholders, where the data has confidentiality and privacy issues; where the data may be owned and held by different stakeholders, and where the data is so large that it must be hosted in cloud servers that are never completely secured (susceptible to insider and cyber attacks). He contributes to companies and industries as technology consultant on projects involving data analytics, artificial intelligence, data privacy and security, and blockchain. In recent years, his involvement in conferences and workshop can be found here. His work is supported by various research grants, which can be found here. He is Associate Editor and Member of Editorial Boards of five journals. Over the years, he has worked with many talented students on their PhD and Master theses. Dr. Ng writes for online magazines and newspapers and contributes to social causes.

BIO: Sam Goundar is an International Academic having taught at 13 different universities in 11 different countries with over 30 plus years of teaching and research experience in universities and tertiary institutions. At the moment, he is also a Visiting Professor of Data Science at SRM University, Chennai, India. He is a former Adjunct Professor of Information Technology (2021-2023) at The University of Fiji, Lautoka, Fiji and a former Affiliate Professor of Information Technology (2016-2020) at Pontificia Universidad Católica del Perú, Lima, Peru. He was a Senior Lecturer in ICT at British University Vietnam, Senior Lecturer in IS at The University of the South Pacific, Suva, Fiji, Victoria University of Wellington, New Zealand, and University of Waikato, New Zealand. He was a Research Fellow at the United Nations University. He was invited as a Visiting Professor and Researcher at Hassan 1st University, Morocco (June-July 2019) and Bahir Dar University, Ethiopia (June-July 2018).

Assoc. Prof. Taotao Wang

BIO: Wang Taotao is an Associate Professor, Master's Supervisor, and Postdoctoral Collaborative Supervisor. Dr. Wang Tao Tao earned his Ph.D. in Information Engineering from the Chinese University of Hong Kong, his Master's degree in Signal and Information Processing from Beijing University of Posts and Telecommunications, and his Bachelor's degree in Electronic Information Engineering from the University of Electronic Science and Technology of China in 2015, 2008, and 2004 respectively. He worked as a postdoctoral researcher at the Institute of Network Coding at the Chinese University of Hong Kong from 2015 to 2016. In 2016, he began working as an assistant professor at the School of Information Engineering (now the School of Electronic and Information Engineering) at Shenzhen University. He was appointed as a special associate researcher in 2019 and was promoted to a permanent associate professor in 2021. His main research areas include blockchain technology and its applications, deep reinforcement learning technology in artificial intelligence, wireless networks, and communication.

Assoc. Prof. Bin Chen

BIO: Bin Chen is an expert in the evaluation of the National Natural Science Foundation of China, as well as a science and technology expert from the Shenzhen Science and Technology Innovation Commission and the National Development and Reform Commission. He is also a recipient of high-level overseas talents in Shenzhen, and a senior member of IEEE. Dr. Chen holds a PhD in Communication from Nanyang Technological University in Singapore.He has published dozens of SCI/EI indexed papers in well-known academic journals and international conferences both domestically and internationally. Additionally, he has hosted and participated in the completion of multiple national, provincial, and municipal scientific research projects. Dr. Chen's research interests include blockchain consensus mechanism, smart contract security mechanism, smart contract application, big data technology, application of deep reinforcement learning in cloud computing network optimization, as well as programming implementation of algorithm applications.

BIO: Qing Yang obtained his B.E. degree (advanced class) from Huazhong University of Science and Technology and his Ph.D. degree from The Chinese University of Hong Kong. In 2018, he joined Shenzhen University as an assistant professor in the College of Electronics and Information Engineering, as well as the principal researcher in the Blockchain Technology Research Center of Shenzhen University. His research interests encompass blockchain technology, intelligent energy, and wireless networking. He prefers system implementation over mathematical modeling and is seeking both academic and industrial collaborations.
